Completing the Free Verification Act (AVO): How to submit additional documents for ASHK applications

In procedures related to property registration, legalization, or other cadastral services, applicants are often asked to provide additional documentation before their application can proceed. To avoid submitting a new application and paying additional fees, the State Cadastre Agency (ASHK) offers the Free Verification Act (AVO) service.

This service allows citizens to electronically supplement an existing application with the missing documents at no additional cost.

Why is it important for property owners and buyers?

In real estate transactions, any delay in documentation can postpone property registration, the completion of a sale, or other cadastral procedures. Using the AVO service helps keep the process moving by allowing applicants to submit the requested documents without filing a new application.

This is particularly important for:

  • Property owners registering or updating their property records;

  • Buyers waiting for the completion of property registration;

  • Notaries, real estate agents, and other professionals in the real estate sector who manage procedures on behalf of their clients.

How to Complete the Free Verification Act (AVO)

The process is completed online in a few simple steps:

Step 1 – Log in to the e-Albania portal using your credentials.

Step 2 – Open the service for which you previously submitted an application.

Step 3 – Select the "Send AV" option.

Step 4 – Complete the required information according to the provided instructions.

Step 5 – Upload the additional documentation in PDF format, combined into a single file.

Step 6 – Submit the application and wait for ASHK to continue processing your request.

Important!

In cases where the State Cadastre Agency (ASHK) requires the submission of original documents, they must be sent by post to the relevant Local Directorate of ASHK. Uploading the documents electronically does not replace this obligation. Furthermore, for each application submitted to ASHK, every applicant is entitled to submit a maximum of three Free Verification Acts (AVO). For this reason, it is recommended to ensure that all requested documentation is complete and correctly uploaded before submitting the AVO, in order to avoid delays or the inability to further supplement the application.
