The State Cadastre Agency (ASHK) has published a guide for citizens who have legalized their homes or buildings but do not have the invoice for payment of the construction plot. Through the e-Albania portal, citizens can apply online, free of charge for the application service, to obtain this invoice without having to appear in person at Cadastre offices. How to Apply? A Step-by-Step Guide According to the guide published by ASHK, the procedure includes the following steps: 1. Log in to e-Albania: Log in to the e-Albania portal as a citizen or a business. 2. Search for the service: In the “Immovable Property and Real Estate” category, find the service “Request to Obtain a Construction Plot Invoice for Legalized Buildings”. 3. Start the application: Click the “Use” button and then select “New Application”. 4. Fill in the details: Specify whether the applicant is also the representative and complete the required information. 5. Upload the documentation: Attach a copy of the legalization decision or the Council of Ministers’ Decision (VKM) on financial compensation for owners affected by legalized constructions. If you qualify for preferential schemes, also upload the document confirming the relevant category. 6. Select the local directorate: Select the local ASHK Directorate responsible for the area where the property is located. 7. Submit the application: Click “Submit” to complete the procedure. How Is the Response Received? The Cadastre’s response will be sent electronically, bearing a digital seal, to the “My Documents” section of the e-Albania portal. Citizens can download the document at any time. Important: Applying to obtain the invoice is free of charge. This does not mean that payment for the construction plot is waived; the amount is determined in accordance with the relevant legislation. Source: State Cadastre Agency (ASHK)
